If you are interested in purchasing an Electric Vehicle (EV) either now or in the future, there is a good chance you could receive a tax credit with your purchase, but there are some caveats from both sides (you and the car manufacturer) to be eligible. Previously, many manufacturers of EVs were provided tax credits by the government to entice first time buyers to pull the trigger on their first Electric Vehicle. This credit topped out at $7,500 to lower the cost of purchasing a new EV, and the updated provisions to this credit still can reach this $7,500 threshold, but it will require 2 targets from the manufacturers side to reach that number. Let’s look at the language changes in this incentive to make sure that the EV you end up buying allows you to use these additional savings.

# What Has Changed?

The government enacted the Inflation Reduction Act of 2022, which has many parts with an end goal to help stimulate the economy in times of economic stagnation in the US. One of the major parts that people have paid attention to from this act is the changes involving plug-in fully electric automobiles. The overarching goal of this act is to make sure American companies and workers are making money from the government investments, so they changed the language of the credit (and changed the name from the Qualified Plug-in Electric Drive Motor Vehicle Credit to the Clean Vehicle Credit, aka the CVC) to state that final assembly of these EVs must be in the United States. This part of the plan went into effect on August 17th, 2022, and it seems as though this will continue through the life of this incentive program. The other changes to the requirements of this tax credit involve the composition of the battery of the Electric Vehicles. Starting on January 1st, 2023, there was a tiered system added to the language stating where the battery materials are required to be sourced from and where they are required to be manufactured (with an affinity to the US, but also including fair trade agreement companies with the US, such as Canada and Australia). Each requisite requirement is accompanied by a tax credit of $3,750, and if both requirements are met then the buyer of an EV will still enjoy the same $7,500 credit that previous buyers have earned.

# What Are The Numbers Needed From The Manufacturer For The Credit?

As stated previously in this article, there are two separate requirements to meet the tax credit incentive, the first being sourcing location of critical minerals (by percentage) of the EV battery, and the second being the assembly location of components (by percentage) of the EV battery to receive the $3,750 CVC for each. The critical minerals stipulation is fairly straightforward, the more a battery's raw materials (x. Lithium, Cobalt, Nickel, etc. depending on the batteries structure) are sourced from the US or other countries with US fair trade agreements, the better position a manufacturer is in now and in the future to be able to qualify for the incentivized credit. The numbers for each year (from 2023 and on) in terms of battery composition to meet the standard are listed in the chart below:

The second part, which pertains to the location of battery components manufacturing, is structured very similarly, and if the specification is met, will add another $3,750 tax credit. These numbers in the chart below dictate which year and how much of the EV batteries composition is required to be manufactured in the US to receive the federal tax credit:

While you are not the one producing these vehicles, it is good to know where your desired EV manufacturer is producing their vehicles. This is especially true when it comes to purchasing, because if you are planning on buying an EV now or in the distant future, whichever brand you buy from will dictate the incentive you receive depending on where they source from and build that vehicle (whether it be $7,500, $3,750, or nothing).

# Are There Any Other Requirements?

Yes, there are a few more stipulations regarding the eligibility to receive the CVC, both from the side of the manufacturer and from the consumer. Manufacturers also have another guideline to follow, and it involves how they price their vehicle. If their EV is listed as a van, sport utility vehicle, or pickup truck, then the manufacturer suggested retail price (MSRP) cannot be higher than $80,000 to offer the CVC with the purchase of their vehicle. All other classified EVs are required to have an MSRP below $55,000 to receive the credit. On the buyers’ side, the stipulations are thresholds for income (which they state as modified adjusted gross income or MAGI) that state the buyer's income needs to be below that required tax designation to qualify for the CVC. These income values are listed in the chart below:

# What Else Do You Need to Know?

There is obviously a plethora of knowledge out there about EVs and the tax breaks they can provide. If you are buying for yourself (or your company), make sure to ask your dealer about all of the current incentives so that you can save the most on the EV you are purchasing. Also make sure to check out if your state government or power company offers any rebates, as you could also save on an EVSE (electrical vehicle supply equipment, aka a charging station) for your home or workplace to charge your new EV.


EV Tax Credit

NEC Article 625 and all of its subsets deal with Electric Vehicle Power Transfer Systems, or in simpler terms, anything that involves the charging of an electric vehicle (EV). Everything in this article relates to the safe practice of charging EVs with Electric Vehicle Supply Equipment (EVSE, also known as an EV charging station). It is also very expansive, detailing the mandated procedures for a given EVSE, such as manufacturing specifications (x. cable length), installation methods, rules for different product variations (portable, permanent, wireless charging, etc.), and more. While every part of this Article has merit, we will look at a few subsets that have the most purpose for your safety, which include:

625.6: This subsection is very straightforward, stating that your charging system needs to be (UL) Listed. This, in more detail, means that the charging system has passed the rigorous safety testing requirements made and carried out by Underwriters Laboratory.

625.42: This subsection deals with the rating of the charging system. It states that the charging system needs to have an acceptable supply of electricity to meet the demands of the charging system. What that means is the breaker supplying the electricity to the charging system needs to be rated above the charging system’s capacity (if you have a 32-amp charging station then you need it to be supplied by a 40-amp breaker). There are 2 ways to get around this however, which include:
A.) If there is an energy management system (EMS) involved that can supply load management to the EVSE. The EMS can be for either 1 or multiple charging stations, but it needs to be set to have the maximum load allowed be in accordance with the feeder (breaker) of the equipment.
B.) The other way to get past is by having a charging system with an adjustable amperage setting. This will allow a user to set the charging station to an amperage setting lower than the breakers allowance of electricity, therefore operating at an acceptable current level.

625.54: This part of the Code simply states that there needs to be Ground Fault Circuit Interrupter (GFCI) protection involved in every charging system. This is also (partially) explained in more detail in two other subsections. In 625.22 it states that a Listed “personnel protection system” is needed, which implies GFCI protection but can include more in the system. Also, in 625.60(D) it states that the charging system needs to have a visible indication and reset options on the product (which implies GFCI test & reset capabilities).

If you buy an electric vehicle, an EVSE will be the most important purchase you make to keep your new car running efficiently. If you haven’t heard of an EVSE before, here is some helpful information to guide you to know what they are, how they keep you safe, where you will find them, and more.

# What is an EVSE?

Electric Vehicle Supply Equipment (EVSE), commonly referred to as an Electric Vehicle (EV) charger or EV charging station, is one of the most important devices to own when you purchase an EV. EVSEs were created to be the intermediary between a power source and vehicle to safely provide your electric vehicle with the power needed to operate efficiently on a daily basis. The safety component comes from a device called a Ground Fault Circuit Interrupter, or more commonly known as a GFCI or GFI. The GFCI inside the EVSE makes sure that there isn’t enough leakage of electricity in the transfer from the power source to the car to harm you and/or the vehicle in the charging process. EVSEs, especially in the United States, have to follow National Electric Code (NEC) standards to make sure that the user and all of the appliances involved in the charging process are safe and enjoy the most efficient charging process possible.

# What is the NEC?

The National Electric Code has been the standards body for safe electrical wiring in the US since 1897, and it has been the go-to source for creating safety regulations in any industry involving electricity in the United States, updating their Code book every 3 years since its inception. # Are there public EVSEs?

Yes, currently in the United States there are over 130,000 EV charging stations and that number is growing by the day. This number will be aided by both EV charging companies trying to increase their footprint and the National Electric Vehicle Infrastructure (NEVI) Grant Program created by the US government to help increase electric mobility infrastructure throughout the country, with an major emphasis on long distance travel. Just as you refuel a gas-powered car at a gas station, gas stations are now installing EVSEs, and you can also find them at places where your car will sit idle for extended periods of time, such as grocery stores, restaurants, hotels, and more.

# Why have an EVSE at Home?

While you could theoretically get by charging your EV at public charging stations, it would cost you more to refuel this way and would be a major inconvenience (as the EV charging process takes considerably longer than filling up a car with gas). Having an EVSE at home will allow you to have your car charged for daily commuting purposes and charging during non-peak electrical demand hours (the times vary by utility distributors, but the normal timeframe is from 11pm to 7am) can save you a considerable amount of money in the long run when owning an EV. The one major step you need to take is figuring out how your home will handle the electrical pull of your new EV charging equipment.

# How do I Install an EVSE at Home?

Involving a certified electrician would be the best way to ensure an EVSE is installed correctly and safely into your garage or outdoor carport. An EVSE will be one of the largest electric appliances in your home, and it will need a different outlet than your standard home wall outlet (known as a NEMA 5-15 outlet). You first need to research what type of plug comes with the EVSE you purchase (most come standard with a NEMA 6-50 or NEMA 14-50 plug, which match with the same named accompanying outlet), or ask your electrician if they are certified to hardwire an EVSE to your breaker (but for your safety, it is recommended that you purchase a plug-in EVSE). It is also recommended that the electrician installing your new electric equipment install a breaker that is rated at 120% the capacity of the EVSE so there is no nuisance tripping or safety hazards involved in the charging process (so if you purchase a 32-Amp EVSE you would need at least a dedicated 40-Amp breaker for the circuit) and also leave leeway for other appliances. Lastly, for efficiency and cost savings purposes, check what the full driving range of your EV is to see what amperage charger can supply 60% (a 20% to 80% charging session to ensure battery safety and longevity) of that range in an 8-hour charging session. For example, an extended range Ford F-150 Lighting has a driving range of 320 miles, so from 20%-80% charging that would require 192 miles, which would be satisfied by a 32-Amp EVSE.
